IHVN Set to Establish a Learning and Development Center

The Institute of Human Virology Nigeria (IHVN) is set to establish a learning and development center for certified courses on public health. IHVN Chief Executive Officer, Dr Patrick Dakum stated this at a media parley in Abuja to mark the organization’s 20th anniversary.

“Over the years we have come a long way. We have two centers, a public health implementation center and the International Research Center of Excellence (IRCE). We will partner with universities both locally and overseas to ensure that we have short-term and long-term trainings, “he said.

Dr. Dakum explained that the Institute is already offering short-term trainings which will be institutionalized and said that the center will explore certificate, diploma and masters courses that will contribute to public health. According to him, the training will incorporate both theory and practical sessions with treatment centers which the Institute is collaborating with.

“We will not be a university, but we will be a center that will host and participate in training. We will commence construction of the facility in October 2024. It will be a five-story building with a conference center that will seat 500 people. There will be halls, classrooms, meeting rooms, and a 70 to 100-room guest house attached to it,” he added.

The IHVN Chief Operating Officer and Managing Director, Dr. Charles Olalekan Mensah and Executive Director of the International Research Center of Excellence (IRCE) Prof. Alash’le Abimiku were also at the press briefing and responded to questions about the Institute’s activities.

Since its inception in 2004, IHVN has built the capacity of more than 50,000 healthcare providers to provide quality prevention, care, and treatment services as well as research and laboratory services.

The Institute is commemorating its 20th anniversary with theme “Celebrating two decades of excellence in public health implementation, capacity building, and research.”

Project Overview

The Institute of Human Virology, Nigeria (IHVN), through funding from The Global Fund (GF), will be implementing the Grant Cycle 7 (GC7) grant, a combined TB &HIV effort pivotal to transforming TB & HIV programs. Under the leadership and coordination of the National AIDS and STDs Control Programme (NASCP), the National TB and Leprosy Control Programme (NTBLCP), and the National Agency for the Control of AIDS (NACA), this project will increase the identification of all forms of TB cases in the community and ensure prompt access to high-quality, patient-centered prevention and treatment through a Nationwide coverage of TB Public-Private Mix active TB case finding effort, and Community TB testing. The HIV component of the grant will focus on four states (Ebonyi, Anambra, Kwara, and Gombe) for end-to-end HIV comprehensive services, community PMTCT scale-up in all states, PrEP in the four GF-supported states and in other states where PEPFAR IPs will be operating, and support harm reduction program (specifically needles and syringes) in 12 states. Other focus areas include Health Systems Strengthening/Resilient and Sustainable Systems for Health (RSSH) and National level support activities.

Position Overview

The Data Officer/Research Data Manager will be responsible for overseeing the data management processes for the GF-GC7 research agenda. This position involves developing and maintaining data collection tools, ensuring accurate and efficient data capture, and implementing rigorous data quality control procedures. The Data Officer will coordinate with research staff, IT personnel, and data analysts to manage data entry, cleaning, and validation. Additionally, the role requires the design and management of databases, regular data auditing, and the preparation of data for analysis and reporting to stakeholders. The position ensures that all data is stored securely, adheres to confidentiality protocols, and is readily available for analysis and reporting purposes.

Required Competencies

Data Collection and Entry:

  • Understanding of data collection tools and methodologies (e.g., clinical data surveys data etc.).
  • Proficiency in the design and implementation of data collection tool
  • Proficiency in data entry software/electronic data capturing systems/Mobile-based data collection (e.g. REDCap, ODK, Kobo collect etc.).

Database Management:

Under the supervision of the IRCE Data unit lead, the data officer (analyst) will support the implementation of TB/HIV research activities under the GC7 Global Fund grant at the International Research Center of Excellence (IRCE) of the Institute of Human Virology Nigeria (IHVN). The analyst will analyze large datasets related to TB/HIV integration and outcomes, ensuring accurate data collection, quality assurance, and generating actionable insights that will guide evidence-based interventions. The role involves working closely with program teams, data manager, research officers and socio-behavioral researchers to provide comprehensive analysis that supports program decision-making and reporting.

Required Competencies

Statistical Analysis:

  • In-depth understanding of statistical principles, theory and applications to health data
  • Proficiency in statistical methods and tools (e.g., SPSS, STATA, SAS, R, Python) for data analysis.
  • Ability to interpret, report and present complex analysis to non-statistical audience in simple language

State Clinical Mentor – Rivers State (2 Positions)

The National AIDS, Sexually Transmitted Infections Control and Hepatitis Programme (NASCP) is a Department of Public Health division in the Federal Ministry of Health (FMoH). Its mandate is to coordinate the formulation and effective implementation of the Nigerian government policies, guidelines, and standard operating procedures to prevent new HIV infections and improve the existing treatment, care, and support for those already infected and affected by the virus. In collaboration with the USG, NASCP is implementing the first phase of National Clinical Mentoring in the HIV program in 19 Nigerian States for improved HIV service delivery.

Description and objectives:

Under the supervision of the Director of Public Health, the State clinical mentor will provide mentorship to healthcare workers in assigned facilities. S/He is expected to build the capacity of frontline Healthcare workers to provide quality HIV clinical services as part of a comprehensive package of care in both public and private facilities and communities. The candidate must be domiciled in the State and be conversant with the terrain.

Responsibilities:

  • Provide on-site clinical training to healthcare workers on HIV treatment according to the national guidelines, including adult and paediatric ART and treating tuberculosis and other opportunistic diseases.
  • Provide training through clinical consultation, assisting local healthcare workers in identifying key bottlenecks affecting patients’ access to antiretroviral therapy (ART) and helping them with direct patient care as needed.
  • Provide continuous medical education (CME), which may include didactic training sessions for health professionals, as needed. All training will be in accordance with the national guidelines.
  •  Provide health worker capacity-building sessions using various methodologies (including project ECHO and low bandwidth video conferencing).
  • Assist, as requested, with facilitating sessions on the weekly ECHO videoconferencing sessions with health workers from various sites in the states.
  • Develop standard operating procedures for HIV clinical care at the health facility in collaboration with the Ministry of Health and other stakeholders. This may include troubleshooting problems with the patient flow, tracking defaulters, or clarifying referral pathways by developing appropriate algorithms.
  • Submit a monthly report on training and technical assistance activities, as well as findings and recommendations for strengthening services in the health facility and compliance with the national treatment guidelines.
  • Perform other duties related to clinical mentoring as assigned.

  • Must have at least two years’ experience with program planning, assessment, and implementation of HIV clinical care programs.
  • Experience in the provision of HIV clinical training
  • Previous experience in HIV-related operational research is an advantage.
  • Good knowledge of current trends and normative guidance (national and international) in HIV clinical care and service delivery

  • Willingness to travel to clinics and hospitals in assigned geographical areas within the State.
